OIT has seen a major transition in leadership this year with the retirement of former CIO Anthony Neal-Graves, first announced in July 2023. His replacement, David Edinger, began Nov. 20, bringing a bold vision for the state’s future.
Julia Richman, the state’s former deputy executive director, recently left her position with OIT and took a job with the University of Denver, where she will work as the senior vice chancellor for operations and strategy implementation. She served in the deputy executive director role for almost four years.
The open CISO role, meanwhile, was previously held by Ray Yepes. According to an email from an OIT spokesperson, his final day with the agency was Sept. 5. Yepes took that position in April 2022.
Yepes’ background included both public- and private-sector experience. This includes five years as CISO for the Texas Department of Family and Protective Services and the co-founding of ATX Forensics LLC. ATX Forensics currently has him listed as a senior consultant.
The CISO role has been filled in an interim capacity by OIT’s Senior Director of Security Operations Jill Fraser since September.
The agency announced this week that both positions were open in a LinkedIn post: “We’re looking for two versatile, dynamic leaders to help us provide secure digital services that put Coloradans first.”
Edinger described the openings as “not one, but two opportunities to join an incredible team at OIT” in a LinkedIn post of his own.
